Michael D. McKinney, M.D. spent a lifetime in health care as a provider, public healthcare policy expert, and administrator in government funded healthcare plans.

Having provided leadership for all aspects of service delivery, company growth and financial stability, Dr. McKinney specializes in efficiency and accountability for superior delivery outcomes.
​
Dr. McKinney held government and corporate leadership positions with a focus on serving others in the areas of healthcare, human services and higher education. He served in several leadership roles at Centene Corporation, including President and CEO of Cenpatico National, Sunflower Health Plan, Magnolia Health Plan, Indiana Managed Health Services and Superior Health Plan of Texas.

As a family physician, he was the only practicing physician in Centerville, Texas for 16 years.
​
From 1984 to 1991, Dr. McKinney served as a member of the Texas House of Representatives and was Speaker Pro-Tempore from 1989 to 1990. As a legislator, he received many awards and was cited as one of the “Ten Most Effective Legislators” and “Ten Best Legislators”. Dr. McKinney was appointed and served as Commissioner of Health and Human Services for the State of Texas under then Governor George W. Bush and served as Chief of Staff for Governor Rick Perry.

Dr. McKinney received his Doctor of Medicine degree with honors from the University of Texas Medical Branch (UTMB) in Galveston, Texas. He received the Ashbel Smith Distinguished Alumnus Award, the highest alumni honor bestowed by the UTMB Alumni Association.

Dr. McKinney is Chancellor Emeritus of the Texas A&M University System having served as chancellor from 2006-2011. He previously served as Vice Chancellor for Health Affairs at the University of Texas System in Austin, Texas and Senior Executive Vice President and COO for the University of Texas Health Science Center in Houston, Texas.

He served as a member of the Texas House of Representatives from 1984-1991 and was appointed as the Texas Health & Human Services Commissioner by then Governor George W. Bush. As a legislator, he was cited as one of the “Ten Most Effective Legislators” and “Ten Best Legislators”. Dr. McKinney advocates for quality healthcare for those without a voice.
